Subject: cold frame question

I read in a couple of articles on the internet that one can 'start' seeds in a cold frame. Weighed against everything else I've would seem that most gardeners only use the cold frame to 'harden off' the seedlings they started in the house. I'm looking to start flowers, not cool-weather veggies...can anyone shed some light on this from their own experience? Is it too cold in zone 6 to even think of starting seeds in the cold frame?
