I need to raise my yard 2-4 inches.Can I put 3" of soil over my existing lawn and put down new sod without using a rototiller.

Yes, John, you can. Just be sure to roll very well during the process of spreading your soil and after laying your sod. It probably wouldn't hurt to do it once or twice over the next couple of months, as well. The reason for all the rolling is that as the old sod decomposes, things will settle. Lawns are very dynamic critters! There is also an argument for not rolling since it compacts the soil, but the one-time, light compaction we're talking about here just serves to remove those annoying lumps that make your lawn mower bounce around while you're mowing. If there's any concern, you can always aerate later.
