A friend recently gave me a salvia, "saliva farinacea" Victoria Blue. Does anyone know if this is a perennial?

Not where I live!! Some references give the hardiness as zone 7, so you might be able to grow it as a perennial in your area. In Alberta gardens, the plant is grown as an annual. It blooms the same year it grows fom seed. To be safe, I'd gather some seeds in the fall to start indoors...and give your plant outside some protection over winter. Good luck!

Hi! Barbara - nope, Salvia Farinacea is not a perennial (at least, not in Canada). There are many perennial salvias - I have some blue-purple ones and some pinks, too. This is a big, big family!
